When you set up phone or turn on iMessage you have to enter ONE Apple ID. However if you go to Settings > MEssages > Receive Messages At > you can add as many email addresses / phone number as you like so you can use the email from another Apple ID and register it to as many devices as you want one at the time but you can only initially turn it on with ONE ID.
