I noticed that in London a lot of places offered free WiFi but made you register or such. It was rather inconvenient for just checking mail, you spent as much time getting access as using it.
Of the two hotels I stayed in one had free WiFi in the lobby and paid in the room (not a problem really, the lobby was a lot more comfortable) and the other had free WiFi in the room.
I only did major surfing (researching things to go, etc) at night in the Hotel and by day it was mostly mapping and checking mail so the cell data plan I had worked out well for that.
