Last night I met with the person about whom I wrote originally regarding this thread.
We added a VIP group to her phone. I then made a couple of test emails to her and we adjusted the notifications to her liking.
It totally solved the issue -- she loves it.
When she receives an email from a VIP it shows as a banner on the home screen and she knows to retrieve it.
