No. When you dictate to Siri, your sound file is recorded and sent to Apple server. It is converted into text there and sent back. The sound file is kept there at the server and modern biometric forensic techniques can locate you from sound sample with more than 94% accuracy.
That is the reason why many countries insist on your voice recording when you apply for visa.
