I think you mis-read something.
They are now accepting some current technologies under "4G".
"Counting HSPA+ as IMT advanced" would be the equivalent of saying "CDMA is GSM".
They are different hardware and logical technologies, and irreducibly *not* equivalent.
HSPA+ is *not* IMT advanced
