No, it's not.

It never was truly unlimited. There has always been only so many seconds in a billing month, and download speeds have always been limited by the technology (i.e., not infinite). The product of those two numbers, time and speed, is a *limited* quantity.
In accordance with the contract you (and I) agreed to with our carriers, under certain circumstances, they can further limit the speed of download to a lower level.
You are not required to LIKE the contract you agreed to.
Where you are when you try to connect can also limit your speed to a lower level.
