Try a Network Reset on the problem iPad. 

Settings/ General/ Reset/ Network Reset

You will probably have to re-enter any network passwords again.

I tried everything suggested and couldn't find any way to remove the color from the header. Tapping on it took me nowhere. 

Rebooting my phone did remove the color from the header, but I don't know what caused the problem.

I previously said that headers are normal and that they may change change with the color of the background. BUT certain apps create a header if you move to another screen. This is to allow you to jump back to that app. 

I don't believe the OP has replied, so this thread is wandering and dragging on.

I'll defer to you guys on the Hotspot answer. I've never activated Hotspot (still grandfathered on unlimited) and I'm still on a 5S. But on my 5S when Maps is activated but not the active app, the header is blue.
