Certainly. Some blind people don't even HAVE eyes. And your eyes have to be open and focused on the phone, which they cannot  do. And I'm not the one raising this issue, it's blind people who are. 

Yes, blind people have a passcode just as everyone else. Have you tried entering your passcode with your eyes closed? It's difficult. That's why TouchID is so much easier.  At least with the current phone they can feel the home button, and learn approximately where to place their fingers in relation to the home button to enter their passcode. With the X, without a home button for frame of reference, I suspect it will be even more difficult.

Could you explain, please, why a blind person cannot face a cellphone with their eyes open?

I think if you research this, if nothing else, they can use a PIN.

In fact, just as with Touch ID, the user MUST set up a passcode before starting the biometric process.
