MOST blind people have eyes, and MOST are normal in appearance.

Nothing has been said by Apple about "focused on the phone" (as opposed to *pointed at* the phone.

Blind people who have had the opportunity to use an iPhone that has Face ID?

No, but since I'm not visually impaired, I have never turned on Voice-Over in the Accessibility settings.
