I, too, have a 6+ running iOS 9, but I don't see this problem.
Our systems differ in that I am on a Mac.
I would start by re-booting the iPhone (Home and On/Off buttons both pressed until the Apple logo appears), and re-start iTunes on the PC.
The next step after that, which you might as well just do, and get it over with, is shut down the PC and cold-start it.
