Things might be different elsewhere but in the UK you can easily get PAYG (pay as you go) SIMs or SIM-only contracts. There's a whole range of these and you choose according to your usage. Unless you are a heavy user, buying the phone with a contract is likely to cost much more than buying the iPhone unlocked and choosing your own SIM deal.
