Things are looking better for my iPhone 4.  I had waited until I got back to the states to do the update and normally I would have done it over the air but I was connected to the PC to copy pictures.

The last comment on the Apple site was to try a different computer.  I had an old desktop which was running XP.  It was way out of date on patches so I updated it and removed all of the old Apple software.  I then downloaded a new version of iTunes. 

Once that was complete, I plugged in the iPhone 4.  The computer found it and stated that it was in Recovery Mode.  It then proceeded to download the latest version of IOS and wrote it to the phone with out an issue.  The phone came up as if it were in a new state.  I then connected it back to the laptop running Windows 7.  iTunes found it and asked me if I wanted to set the phone up as new or do a sync.  I chose sync.  When finished, it came back almost the same as it was before.

I lost a few podcasts that had been downloaded but not listened to.  Those can easily be replace. 

The phone is now smoother when it runs certain applications.  The one I notice the most is a program called TextNow which always had a big delay when starting and sometimes when typing.  The bug fix for the iPhone 4 seems to be helping.

My recommendation is to use the over the air update as there are a lot of things that Apple cannot control when using a laptop.
