Because the 5C you mention costs roughly $1900 minimum over 2 years, where as an unlocked $300 4S costs only $300, plus whatever plan you get for it. I hear T-mobile has a $30 a month plan, if you can bring a unlocked iPhone over.
Someone in a situation different than yours, it might make more sense to go with the 4S. And others on the list have suggested some of those situations.

A new 5C with 32 GB of storage, eligible for Applecare+, sells for $199 with a 2-year contract. It isn't clear why someone would buy a 2-year-old, warrantless, less capable technology for $300....
