I would get a 5 or wait a couple months for the 5S. I went from a 4 to a 5. It's a different world in regards to speed, not only the IOS but wifi is much faster, too.
The extra screen space is really, really nice once you get used to it. And once you're used to it, the smaller screen of the 4's seems very cramped.
Also, 4S is 2 year old tech. Some features in IOS 7 won't work on it already. Fewer new features will work on future IOS versions.
Ex: Airdrop will only work between iPhone 5's because of newer Blue tooth tech and radios.
iPhone 5's faster chip and ram mean the coming "real" multitasking shouldn't slow the phone. Or, at least, not as much as older models.
iPhone 5 has been the best phone I've had so far - I own: iPhone 2G, 3G, 4 & 5.
