Dropbox consists of cloud storage, iOS apps, and MacOS apps (and Windows, and Linux, ...) that work together almost seamlessly to synchronize a document collection.

If you do not want to use "the cloud", then you do not want Dropbox.

There are a number of apps for iOS that can present PDF files, and a few that can edit them. In general, they are accessed using iTunes and a cable connection between the computer and the iOS device.

There are also Wifi-enabled hard drives that can function as intermediate storage.

*AUTOMATICALLY* ?
