I have an iPhone 5 and an iPad 2. I've experienced this on both pieces.
I don't update apps as they come up. Typically I do it weekly, and may have 4-8 that need updated. Typically I just select the "Update All" option, and everything progresses.
Lately, however, I've had repeated pop-ups with a message about "APP cannot be downloaded at this time." There are two options - Cancel and Retry. I always tap retry, and the app continues to download. Then, everything moves forward just fine.
Is this a timing issue internally in the devices? Do these notifications pop-up for anyone else? Even if I'm downloading multiple updates, I don't get these pop-ups for each update - it's just one (and not one app in particular).
FYI - my updates are done at home, on my Wi-Fi connection.
It's not a "problem" as much just a curiosity.
Thanks!
Jim
