I had that problem for a bit. What I did was reboot the iPhone or
iPad. That helped. Once, the problem wasn't fixed until I did the
whole uncheck wifi in iTunes, restart iTunes and check wifi again. I
don't know why that had anything to do with getting wifi access but
stranger things have happened.
