Turn off cellular data usage for podcasts (Settings > Podcasts > Cellular
Download > Off) and they will only download on WiFi.
Not sure about playing after phone call - if mine is playing before I
make/receive a call it resumes after if I am not playing before
making/receiving it isn't playing after.
