Technically if someone calls you and your device doesnt answer you should
still have voicemail access. Well that is the person calling you will go to
voicemail.
If someone calls you and they get a busy signal, that to me tells me the
call never made it thru the system to get to your phone or voice mail.
So from what i gather it sounds like the problem your hubby is having is
prior to getting to your phone, so its his phone or the system where his
phone is connecting..
