I just found my own answer in the forums. Here's what they said:
When you switch the do not disturb switch to on its unconditional and you will not receive any sounds of incoming txts and any calls will go straight to voice mail. If you set a schedule just leave do not disturb set to off and the schedule will auto turn on the feature at the time you have set.

Continuing on the add busy signal, I just happened to wonder if something
might be up with my DO NOT DISTURB settings, which have been set for 10 pm -
5 am for the past week. I went to check and it was turned off. I did not
turn it off - I know I didn't. I remember this happening on at least one
other occasion. Does one have to turn it on every time we want to use it?
I thought it was a set it and forget it type of thing.
