1. Can you use the browser to go to the mail account server and determine that *IT* is working?

2. Otherwise, from the evidence presented, my best guess would be what the program reported: "Server is not responding." (I.e., the server is down.)

If you are able to verify not only that "I haven't changed any settings" but also that "I've checked the settings and the are the correct ones for this server" then most likely your end is OK and it's their fault.
