I'm a librarian and we're just starting to do ebooks, but I know that they are much more firmly locked down than regular ebooks that you purchase. It may not be possible to convert them to another format, and they definitely "self-destruct" at the end of the loan period, so it's not a matter of "returning" them.
Much depends on the vendor (Overdrive is the biggest, but it's also one of the most expensive for the library). Many things depend on the publishers--some of them don't want to play nicely with libraries. A lot also depends on the library--who can get a card, what services are they entitled to. And those decisions are made by the library board, or the city council, or... It's all up in the air.
Basically, with library ebooks, nothing is a done deal--not for the libraries, not for you.
