Don't restore your iDevices, unless you have backups of the info on them elsewhere.
I am not a big Windows user, what do you mean by "the registry for the CD Rom are not there"? Are you saying the computer is not seeing the optical drive or a CD disc?
My understanding of registry, is the underlying settings, preferences and possibly caches to run software and hardware.
It sounds to me that either your current install of the OS is faulty or incomplete. Have you completed all updates to bring the system current?
