I believe they have to be set up on your Mac. I don't know if they can be set up on a Windows PC.

If you open Contacts on your Mac, there is a red-ribbon "bookmark" with the silhouette of two people. Click on it and it will open the Groups page, there is a plus sign on the bottom left to create a new group. You include a person in a group by drag and drop on the groups page.
