If you *think* you might want an iPad, but aren't sure what all you would be using if for, then getting a good-condition used 16 or 32 GB iPad1, Wifi only, is a reasonable way to go.
On the one hand, if you find you just aren't finding anything you want to do with it, then you aren't our much money, and in fact you could probably re-sell it almost for what you pay for it.
On the other hand, you may well find things you REALLY want to continue using an iPad for, but you find you miss a camera, or fell you need more speed, or need cellular data or GPS ability.
Some of us were able to determine (or guess pretty well at) our needs before buying, but that is by no means a universal finding.
If that is the case, you will want to get a 3rd generation model, perhps with maximum storage and/or 4G connectivity, and, again, you will be able to re-sell the iPad1 for little loss.
[Personally, I hope to upgrade my 3+ year old Macbook Pro this summer, and maybe move from my iPad1 to a 3rd-gen also.]
