It doesn't. the Eye-Fi is a WiFi-enabled device and uses WiFi positioning
systems to figure out where you are. Not as exact as GPS, but not bad if
you're in an area with lots of WiFi.

Eye-Fi also has an iPhone/iPad (and Android) app that can directly transfer
pictures from the Eye-Fi card (via a WiFi AdHoc connection) without needing
a separate WiFi hotspot available. I don't think the app does anything
additionally to tag the pictures with GPS coordinates.
