Yes he had iCloud on, but he didn't have "find my phone" on. We had the phone suspended.

Did you have your iCloud on? Was it on on the phone? If yes then get find my
phone app and logi. With your id and password. You'll know where it is.
You would also be able to send an alarm and also remote wipe the device.
