If you rank the data usage of everyone in the region you are in for the current billing cycle you are in the highest usage 5%. The data volume for the top 5% threshold goes up and down as data usage of the statistical population goes up and down month to month.
I do think Verizon's approach has less impact on the consumer since the high usage users are only throttled when they are on a particular tower (and presumably backhaul) that is overloaded.
