I've used library overload. My library says they only get 1 ecopy of each book. That is why the 2 week limit.

It seems that 14 days is the norm.
You may not be able to get it right away if there is a waiting list, but you should be able to get on the list again and wait your turn.

I am reading a large book now and it just expired on me last night and I'm half way through it.
I use live-brary.com in conjuntion with Overdrive to download my books from my local library and I was able to order it again instantly.
