In the early days of 800MHz analog cell phones - pressing & holding the "9" key would auto dial "9-1-1"
PSAPs (Public Safety Answering Points) around the country quickly pressured the manufacturers to remove that feature - WAY too many "butt-dials".

I understood to create a contact/911 in CONTACTS The original question was in regard to an iPhone 4. I thought the iPhone 4s might have a special setting for emergency 911. Even my old dumb phone had that.
