Actually, at least in the US, Apple has a 2 year warrantee, so it
would just need to the apple store, or call apple care and they
will set you up with the proper people to exchange the phone.

Presuming it hasn't been abused (e.g., wetted, or dropped and a
connection broke), the first thing I would try is hard re-boot
(press and hold Home and On/Off until the Apple appears, then let
it complete the boot cycle).
My next thought is, did you buy Applecare or a Square Trade
warranty, which would still be covering it at 17 months?
