I found out what the problem was 

the include videos box was not checked with the result that several videos did not appear in the iPhone which led me to think that the syncing was not taking place properly 

however once the box was checked everything went smoothly

I have the latest iPhone X S and a new MacBook

I synced the phone with the MacBook and everything went smoothly and all my 30,000 photos appeared on my iPhone

however after this first time the photos have stopped syncing no matter what I do

I have restarted both the phone and the Mac and everything syncs but the photos

please help

I use iCloud to select about 7 or so photos (use the command key to select multiple photos) then click the download icon. When the download to the Mac is finished, I click the trash icon and the photos are removed from the iPhone. Of course, you must have the iPhone set to always upload the photos to iCloud, but this is a good idea so that if something happens to your iPhone, you still have access to your photos.
