Yeap! That is normal. It will take a few seconds for the phone to look for a data connections. I used to work in areas that had no voice or cellular data signal.
You can force it to try and reconnect by resetting the network connection.

Yes. Turning cellular back will search for a signal. But what you need the phone to do is register with the network & just turning cellular on will not nessasarly do that. All it does find a signal.
