Check to make sure "Do Not Disturb" hasn't been enabled. 


If that is not turned on try a soft reset by holding the Sleep/Wake and home buttons down until you see the Apple logo.

First, make sure Do Not Disturb is not enabled.  If other sounds are playing, try a reboot by holding down the Home and On/Off buttons together until the Apple logo appears on your screen.

Sounds like you have checked the switch above the volume control. Make sure that Do Not Disturb is not turned on. Check the volume on the ring tone. That is easy to turn down by mistake.
