Very true, and I am very aware that some can download or cache maps, but most don't. But the OP said he/she (excuse me for not knowing the correct gender) was using GoogleMap and Apple's Map.app. 


That is also why I am asking what app the OP was using to view the downloaded maps, a navigation app, a PDF viewer, image viewer or even a browser. Rather than assuming or shotgunning an answer.




That is why I said that _if_ the GPS were working and GoogleMap or Map.app were running, but not receiving cellular data you would see a GPS location indicator, with no map behind it. In fact, you would probably see a grey background with a faint grid. Been there, done that. 

I was traveling up the Pacific Coast Highway and in a canyon with no cellular signal because of the surrounding hills, but I had a clear view of the sky that had sufficient GPS signals to calculate my location. I also used to travel for work, into areas that might or might not have cellular signals. So I used to travel with a stand-alone GPS device, loaded with maps.

Some Apps supply all their maps within the app file itself (e.g., TomTom).

Some Apps can download maps while connected and cache them for later use (e.g., MotionX).

ALL of the rest of the mapping Apps, INCLUDING both Google Maps and Apple Maps, download maps as needed, if they have connectivity when they need it.

that is why our moderator, Brent, suggested checking to see if the location services are on. I will now ask you to check further, when you are using the navigation app, does the arrow in the Location Service "page" turn purple? Sadly you have to switch to that Location Service "page" so see if it is purple. It only appears in the Menu Bar as black. (Feedback to Apple.)

Again, what app are you using to view the fixed image of the map? 

I assume you were using your iPhone 4 at home, where you had cellular data, and you did not have to download or cache the maps. So that is not a good comparison. You are using different stuff here. 

The iPhone should have a GPS antenna, and related software to convert the info to useable data for a navigation app, but if you are not viewing the downloaded map, then the software can not superimpose your location onto the map.

So, once again, what app are you using to view the fixed image of the map? 

If you are using a navigation app to view the map while moving, then the GPS is possibly defective in your iPhone 6. Unless the arrow turned purple.

Both Apple map as well Google maps can down load the map and keep it as long as you are in the area covered by the map. Only when you move out or expand the scale that they seek more data and need for data connection arises.

This is by personal experience.

Are you making an image or PDF? If this is how you are doing it, it will not have access to the GPS. That is accessed with a navigation app.
