The caller gets a recorded message stating we do not accept blocked calls and inviting the caller to state who they are. If they do, then my phone rings with a special tone, and I hear the statement of who is calling before I am fully connected.

This won't help with the 1am drunk dialers with blocked number, but...

I don't answer blocked or unknown calls. I silence it and let it go to voice mail, where I included a message that I don't answer blocked calls. That is about as close as I have been able to get to that service Vz landline is providing Jim.

I just wish there were an app for the iPhone like CallFilter for the Treo. I had a boss that used to call at inappropriate times for unimportant things that could be dealt with at work in the am. CallFilter would either put him through to voice mail or hang up on his calls depending upon the day of the week and the time of day. I think it also had a feature for blocked or unknown callers. But apparently, it needs access to areas that Apple holds off-limits.
