I just figures it out, so I'll share the solution with everyone that might not know.

I used "windows explorer" to do it. I plug in the iphone and started an "explorer" window. I clicked on iphone on the folder side of the explorer window and it shows the pics on "camera roll". From there you drag them to whatever folder you want to.

I made a folder for my phone pics that has subfolders and then told the iphone, (using iTunes), where to sync pictures from on the PC. I can drag pics from one folder to another and then sync.
